duties devolving on the officer in charge of the Waterworks
Construction Office.

That, the promotion of another officer on 12th March
1932 has resulted in a direct loss, to the present time, of
some £700 in the remuneration of the petitioner.

That, a vacancy for an Executive Engineer occurring
on 13th March 1937, the petitioner applied for the post.

That, the petitioner's request was not granted, the
Engineer next senior in the Public Works Department again being
promoted.

That, there is now a vacancy for an Executive Engineer
and there will be another similar one in April 1938.

That, consequently, the petitioner has once more
applied for promotion and has been informed that the Head of the
Department had recommended to Government the promotion of the
two Engineers next senior in the Department and also the
temporary provision of an additional post of Executive Engineer
for which the petitioner, who is now third in seniority of the
Engineers in the Department, had been recommended.

That, the additional post would lapse in about two
years time when the next vacancy for an Executive Engineer is
expected to fall due.

That, the reasons for recommending the provision of
the additional post were:

(a) Neither of the two next senior officers have the
necessary experience and qualifications to take
charge of the waterworks Construction Office and
on practical and economical grounds, could Lot be
transferred thereto.
(b) The petitioner, by virtue of the fact that he has
administered that office for a large number of
years, is considered to be the most suitable
officer for that duty.
(c) The position indicated in paragraph 13.
